Leyton-Brown: What are the chances of Canada and ISAF leaving behind a functional Afghan defence force?

Recognizing that “functional” does not mean optimal, or even adequate, the Afghan defence force will be better trained and capable than it would have been without Canadian and ISAF support. Nevertheless it will face a severe uphill challenge.
